ABSTRACT
Uganda’s President Musaveni understood that Uganda’s future could only progress via engagement with the global economic system. The success of the first, education-based phase of this initiative, however, produced 800,000 college graduates with few job prospects. An online global education network offered training to these graduates to help Uganda achieve a competitive advantage in attracting outsourced jobs. The convergence of the two visions behind the initiative led to an innovative solution to the challenges of postgraduate education and employment. The science of networks and research into the structures underlying organizational creativity provide guidance for implementing this process in institutional settings.
