ABSTRACT
Social strategic activity faces many problems; this paper focuses on two of them. On the one hand path dependency and path creation are core but alternative issues in management literature. On the other hand many social communities (nations, regions, local municipalities) use the corporate methodology for strategic planning. The aims of the paper are twofold. It intends to give a new interpretation of strategy, which is much closer to social foresight. Here – on the basis of futures studies – path dependency and path creation can be linked and appear as two sides of the same coin. Second, on the basis of a new interpretation of strategy the paper looks at path dependency and path creation as two pillars of strategic activity and gives a dialectic understanding of the concepts.
